I could not book any indian domestic tickets with international credit cards. does any airline in india accept

Very sorry, you will be able to book using international credit card only when they remove this restriction.
Since you are in Middle east it will be easy fro you to find a friend or co-worker who has an internet banking facility thru ICICI / SBI /SBT or any other Indian bank offering air ticket booking.
Use this service and pay the equal amount to the person who helped you.
Sorry I dont find any other way to suggest.
